Phil's Italian Steak House at TI is surprisingly large. When you walk up to the restaurant off the main casino floor, the front room features a bar and a few tables. As you continue past the bar area, the restaurant opens up to a larger main dining room area. The restaurant features a red ceiling, eggnog-colored walls and white tablecloth-covered tables. There is also a private dining room that can seat up to 40 guests.
For starters, choose from dishes like shrimp cocktail, crab cakes or shrimp scampi. The tuna tartare features tender chunks of tuna over avocado and drizzled with a light chili oil for a little zest. Scoop up the tuna and avocado with crispy wonton chips.
For salad, Phil's endive salad is the house specialty. The salad features thick-cut bacon, Maytag blue cheese and a sherry dressing---the perfect pre-course to a steak or chops.
Speaking of steak, Phil's steaks include cuts like filet, New York strip and bone-in ribeye. You can also get several crusts like Parmesan and blue cheese or sauces like brandy peppercorn.
One highlight on the menu is the lamb osso bucco. Tender, fall-off-the-bone lamb shank is braised in a thick brown sauce and served over a bed of Parmesan risotto. There's no marrow in this osso bucco, but the tender, slightly gamey flavor of the meat will more than make up for this.
If you're a vegetarian or vegan, fear not. Phil's has a special vegan dish, made with faux chicken and served with a pine nuts for a little crunch, basil and mushrooms. Potatoes and broccolini are served on the side. The "chicken" has excellent flavor and for those who don't like meat, it is still a delicious entrée option.
For dessert, the croissant bread pudding is the way to go. It's rich, decadent and everything a dessert should be.
